Sounds like the plumbing is not hooked up on the cold side. Call the builder back in and ask him to explain why the water isn't flowing.
If you have hot water, then you know you have water coming into the house.





Next, do you have cold water anywhere in the house? If not then the problem lies somewhere just after the cold water enters the hot water heater. Look above the water heater at the line on the right hand side (which is normally the cold water side). Is there a shut-off valve that is closed past the heater? Most shut-off valves have a blue handle that turns only 90 degrees. If the handle runs with the pipe, it is open; if the handle is pointing up or down, the the valve is closed. If it is closed, open it by turning the handle so that it is in line with the pipe and you should have water flowing.





If there is no shut-off valve or the one that is there is open, then check under each sink to see if the individual faucets' shut-offs are open. These are simple turn valves that you twist for several turns to open or close the valve. When you are turning them, you should be able to tell if they are opening or closing.





If these valves are open, and you still have hot water, but no cold you will need to get the contractor or plumber to look at it.
