I just recently bought a new house and I washed the walls with soapy warm water now it looks like?

The streaks might be from the soap if you used too much soap in the water. They could also have happened if you allowed water to drip down the wall as you were washing. When you wash walls, you should start at the bottom so drips can't run down the wall, soak off more dirt than you get off by washing and then leave streaks. I'd wash the walls again, using plain water that you change often, or a cleaner that doesn't make suds and don't use much of it. Microfibre cloths or a flat microfibre floor mop are good to use, and both work well with plain water.
Could be dirt residue, soap or oil. You can try to rewash with a cleaning solution in place fo soap and water. If you still get streaks, it's possible the paint was not the washable variety. In that event, you will most likely need to repaint. Be sure to use a good quality, washable paint (with a primer underneath the paint usually works best).

you've got oil stains, and soap and water won't work well. Use TSP, following the package directions, and that should take care of the problem
Its probably dirt, try washing with TSP avail at hardwarestores, and rinse it and dry it with a towel as you go. Youll get there. Congratulations on your new house.
Karen L has the answer. The streaks are from the dirt flowing down the wall. ALWAYS start at the bottom.
Its probably water stains... They will go away when they dry or just paint over the walls.
